Parboil rice until just al dente. Drain.

Mix herbs together. Layer rice and herb mixture alternately in a buttered pot.

Add 2 tbsp oil and 2 tbsp water to the bottom for tahdig. Cover tightly, steam on low 45 min.

Season fish with turmeric, salt, pepper, and lemon juice.

Pan-fry fish in oil until golden and crispy on both sides, about 4 min per side.

Serve herb rice with fish on top and tahdig on the side.
