  • 1/4 cup sweetened condensed milk
  • 2 tbsp powdered milk
  • 2 scoops vanilla ice cream

  • Wafer cookies (optional)

Instructions

  2. 2 Pack shaved ice tightly into a tall cone-shaped cup, piling it high.
